1.    Scrum Master & Help Desk Lead

This position is primarily responsible for duties associated with leading agile development teams and projects within the TCVV. Additionally, this position will serve as the AMS Help Desk Lead and perform duties outlined under the AMS Help Desk position. This position is responsible for overseeing, managing, and supporting the development, testing, security, and implementation of the AMS in support of the DEA’s mission, but may manage other agile projects within the TCVV as required.

1.1.  Scrum Master Duties

  • Manage all aspects agile projects, to include, but not limited to;
    • Planning, scheduling, and reporting
    • Change Management
    • Development/Implementation
    • Security and Operations
  • Present project deliverables to the senior leadership, as requested.
  • Onboarding of new team members, to include providing training.
  • Assist in team development by removing road-blocks, mentoring, and making a good utilization of organizational resources to improve capacity for project assignments or deliverables.
  • Assist with gathering and communicating project requirements.
  • Lead quality assurance/regression testing.

Facilitate user acceptance testing in conjunction with stakeholders.

  • Responsible for managing and completing project deliverables on schedule.
  • Responsible for overseeing all aspects of project security, to include, but not limited to;
    • Patch management
    • Authority to Operate (ATO) and other FISMA deliverables
    • Plan of Action & Milestones (POA&Ms)
    • Audits

1.2.  Testing Responsibilities

  • Lead quality assurance/regression testing.
  • Design test scenarios for usability
  • Conducting of tests
  • Testing results report generation
  • Work with coders to conduct regression testing designed to identify and fix software bugs
  • Troubleshoot systems supporting SDLC


This position requires a minimum of five (5) years of relevant experience in any one or combination of the following; Scrum Master, Agile methodology, sprint planning, daily scrum, sprint review, sprint retrospective, information technology, change management, service desk, system administration, virtualization administration, network administration, information security, information assurance, and/or quality control/testing.


An advanced degree in Computer Science, Information Systems, Engineering, Business, or other technology-related discipline. Education may be substituted for experience with COR/TM approval.

Certification in one or more of the following is preferred, but not mandatory:

  • CompTIA A+, Network+, Security+
  • Professional Scrum with User Experience – (PSU)
  • Professional Agile Leadership – (PAL)
  • Professional Scrum Master – (PSM)
  • PMI – Agile certified practitioner (PMI-ACP)
  • Certified Associate in Software testing – (CAST)
  • ISTQB – Foundation Level
  • Certified Software Tester – CTSE

Additional Qualifications

Must be able to successfully complete a DEA background investigation in conjunction with being an active Secret or higher clearance holder and must be eligible for a Top Secret clearance, if requested.
