Michael Carter served as a special agent with the U.S. Drug Enforcement Administration for more than 26 years. Mr. Carter has extensive investigative and senior leadership experience in both the domestic and international arenas with a record of improving internal/external operations and collaborations. He was proactive in developing creative investigative strategies and training programs; exceptional relationship builder with proven ability to gain cooperation/trust of senior officials. Mr. Carter served over 5 years in Thailand where he was responsible developing and managing the Sensitive Investigative Unit (SIU) program based in Chiang Mai, where the most significant transnational criminal organizations in East Asia were targeted and investigated. Mr. Carter maintains extensive law enforcement contacts within the Asia Pacific Region.

Mr. Carter was assigned to the U.S. Pacific Command, Joint Interagency Task Force West (JIATFW) in Honolulu, Hi, as the senior DEA Liaison Officer where he provided insight and guidance on interaction/initiatives with foreign and US law enforcement (LE). He worked with multiple U.S. agencies, U.S. military and foreign counterparts on initiatives and strategies related to counter narcotics operations and maritime domain awareness in the Asia-Pacific Region, particularly concentrating on the maritime flow of chemicals originating in China and destined for the Western Hemisphere.
