Ray is a former law enforcement executive with over 34 years of experience.  In February 2021 he became a senior advisor to Summit-Tek, and before joining the Summit-Tek team Ray served three years as the deputy director of the Gulf High Intensity Drug Trafficking Area (HIDTA) program following a 31-year career in federal law enforcement.

Prior to his HIDTA appointment, Ray was the special agent in charge for Homeland Security Investigations’ New Orleans region, which encompassed 26 offices covering thirteen federal judicial districts in five states.  Ray previously held a number of other key management positions within HSI and predecessor agencies, including director of the ICE Office of International Affairs; deputy director of HSI; DHS attaché for the Netherlands, Belgium, and Luxembourg; and the assistant director of Operation Green Quest, a U.S. Treasury-led multi-agency task force established immediately after the attacks of September 11, 2001, to address the threat of terrorist financing.  Ray was also the Department of Homeland Security’s federal coordinator for Super Bowl XLVII in New Orleans, and was named a Presidential Rank Award recipient in 2017.

Ray holds a Bachelor’s degree in criminal justice administration and a Master’s degree in criminal justice management respectively from the University of South Alabama and the University of Southern Mississippi.  He is also a graduate of numerous advanced education programs including the U.S. Coast Guard’s Port Security school, Department of Defense Polygraph Institute, and Harvard University’s Leadership Preparedness Institute.
